M’sila / Reception of Mr. Saïd Sayoud, Minister of the Interior, Local Authorities and Transport, by Mr. Nadjm-Eddine Tayyar, Wali of the Wilaya, Mr. Omarani Attal, Wali of the Wilaya of Bou Saâda, as well as the President of the Wilaya People’s Assembly, the military and security authorities, the judicial authorities, members of both Houses of Parliament, the local delegate of the Mediator of the Republic, the Secretary-General of the Wilaya, the Security Delegate, the Heads of Daïras, the Directors of the Wilaya Executive Departments and the Presidents of the Municipal People’s Assemblies.
Following the movement carried out by His Excellency Mr. Abdelmadjid Tebboune, President of the Republic, within the corps of Walis and Delegated Walis on 22 September 2026, Mr. Saïd Sayoud, Minister of the Interior, Local Authorities and Transport, presided, on Monday, 05 October 2026, over the installation ceremony of Mr. Omarani Attal as Wali of the Wilaya of Bou Saâda.
The ceremony was attended by Mr. Nadjm-Eddine Tayyar, Wali of the Wilaya, as well as the President of the Wilaya People’s Assembly, judicial authorities, military and security authorities, members of both Houses of Parliament, representatives of the revolutionary family, the local delegate of the Mediator of the Republic, the Secretaries-General of the Wilayas of M’sila and Bou Saâda, the Inspector General of the Wilaya of Bou Saâda, Heads of Daïras, Directors of the Wilaya Executive Departments, Presidents of the Municipal People’s Assemblies, local dignitaries, representatives of civil society and associations, as well as members of the media.
Address by Mr. Saïd Sayoud, Minister of the Interior, Local Authorities and Transport, on the occasion of the installation of the Wali of the Wilaya of Bou Saâda
It is a great pleasure for me to preside today over the installation ceremony of Mr. Omarani Attal as Wali of the Wilaya of Bou Saâda, in implementation of the decision of His Excellency Mr. Abdelmadjid Tebboune, President of the Republic, concerning the partial movement within the corps of Walis and Delegated Walis.
This installation forms part of the State’s vision aimed at making local administration more effective, closer to citizens and better able to respond to the transformations taking place in the new wilayas, foremost among them Bou Saâda, which has long been a centre of cultural, economic and tourism influence in the High Plateaus.
Bou Saâda, a land of history, civilization and knowledge… This ancient city, which has always been a symbol of authenticity, remains a landmark of historical memory and a witness to decisive stages in Algeria’s history, particularly through the historic meeting held at Kerdada Hotel on 4 August 1962, which established the name of the People’s National Army, heir to the National Liberation Army, a symbol of loyalty to the glorious November message and a guardian of national sovereignty.
On this distinguished national occasion, I would like to express, on behalf of all of us, our highest appreciation and gratitude to His Excellency the President of the Republic, Supreme Commander of the Armed Forces and Minister of National Defence, for his historic decision to designate 4 August as National People’s Army Day, in commemoration of the historic meeting hosted by the city of Bou Saâda and in recognition of the sacrifices and heroic deeds made by Algeria’s devoted sons in the service of the Nation.
The promotion of Bou Saâda to a full-fledged wilaya is part of the profound reforms undertaken by the State to reorganize the national territory, ensure balanced and equitable development, strengthen the effectiveness of public administration and improve the quality of public services for citizens.
The Wilaya of Bou Saâda has significant potential that qualifies it to become a promising economic and tourism hub, thanks to its strategic location linking the northern and southern parts of the country, as well as its natural, cultural and human resources.
In this context, the Wali is required to prepare a field-based action plan ensuring a strong and effective start for this new wilaya. This plan should focus on identifying priorities and effectively addressing citizens’ concerns, particularly in the areas of improving drinking water supply, housing, educational and healthcare infrastructure, urban development and transport services, while ensuring the accelerated completion of priority projects and improving the quality of public services.
It is also necessary to enhance and make the most of completed projects, including the Mother and Child Hospital, university infrastructure, Aïn Diss Airport and road projects, in order to strengthen the wilaya’s attractiveness and support its economic and tourism development.
In this regard, particular attention must be given to the major projects allocated to the wilaya, ensuring their proper monitoring and accelerating their implementation, particularly the project aimed at protecting the cities of the wilaya against flooding.
These projects also include the construction of a 1,500-seat stadium in the city of Bou Saâda, the construction of a semi-Olympic swimming pool in the municipality of Sidi Ameur, as well as the establishment of the Higher Teachers’ Training School. These projects are of major importance in protecting populations, property and infrastructure, reducing flood risks, strengthening sports and educational infrastructure, meeting citizens’ needs and supporting local development throughout the wilaya.
The challenges facing us today require the adoption of modern management approaches based on efficiency, transparency, fieldwork and continuous listening to citizens’ concerns, while strengthening coordination among all local stakeholders in a spirit of responsibility and complementarity.
In this regard, I call upon all elected officials, senior officials and representatives of civil society to support the Wali and work as one team, away from formalities, in order to achieve tangible results that meet citizens’ aspirations, in accordance with the directives of the President of the Republic aimed at strengthening coordination and complementary action with elected representatives at both the national and local levels, ensuring the convergence of visions and the complementarity of efforts in the service of the public interest.
In conclusion, I congratulate the Wali on the confidence placed in him by the President of the Republic. I am confident that you will live up to this trust and that you will spare no effort to demonstrate your abilities in managing local affairs and seriously addressing the concerns and aspirations of citizens.
I would also like to commend, on this occasion, the considerable efforts made by the various security forces and the People’s National Army to preserve the security and stability of our beloved country and to protect citizens and property, in a context marked by citizens’ sense of responsibility and their commitment to the values of national unity and solidarity.
Finally, I officially declare, on behalf of His Excellency Mr. Abdelmadjid Tebboune, President of the Republic, the installation of Mr. Omarani Attal as Wali of the Wilaya of Bou Saâda.
