Opening of the Proceedings of the National Conference Entitled: “Public Administration Facing the Challenge of Digital Identity: Between Service Delivery Imperatives and Digital Protection Requirements”

M’Sila / Under the supervision of Mr. Saïoud, Minister of the Interior, Local Authorities and Transport, Mr. Nadjm Eddine Tayyar, Wali of the Wilaya, participated today, Thursday, 08 October 2026, via videoconference, from the “Nour-Eddine Sahraoui” Meeting Room at the Wilaya headquarters, in the National Conference entitled: “Public Administration Facing the Challenge of Digital Identity… Between Service Delivery Imperatives and Digital Protection Requirements”, in the presence of the Inspector-General of the Wilaya, the Director of Local Administration, the Director of Regulations and General Affairs, the Director of Telecommunications, engineers responsible for the technical monitoring of the various systems at the wilaya level, as well as representatives of the municipal services responsible for civil status and biometric documents.

The Wali of the Wilaya and the participants followed the opening ceremony of the conference, chaired by the Minister of the Interior, Local Authorities and Transport. During the ceremony, a development software development kit (SDK) for secure biometric documents, covering passports, national identity cards and driving licences, was presented for the benefit of the Ministry of Knowledge Economy, Start-ups and Micro-enterprises. A cooperation agreement was also signed with the National Higher School of Artificial Intelligence.

The Wali also followed a discussion session entitled “Beyond the Digital Wall: Internal Risks and Security Recommendations”, with the participation of representatives of the General Directorate of National Security, the Information Systems Security Agency, and the National Higher School of Artificial Intelligence. The session addressed the main risks and challenges associated with the digital environment and presented recommendations and measures aimed at strengthening digital security and protecting identity and personal data.

As part of the conference proceedings, a remote connection was also established as part of the “Voice from the Field” segment, with the participation of several field stakeholders, in order to identify the main challenges encountered in the field and hear about concerns and practical experiences related to digital transformation and digital identity.
