Meeting to Review and Assess the Situation of the Urban Planning and Construction Sector

M’Sila / Mr. Nadjm Eddine Tayyar, Wali of the Wilaya, chaired today, Wednesday, 07 October 2026, a coordination meeting held in the “Nour-Eddine Sahraoui” Meeting Room at the Wilaya headquarters, in the presence of the Head of the Daïra of M’Sila, the Director of Urban Planning, Architecture and Construction, the Director of Programming and Budget Monitoring, the Wilaya Budgetary Controller, the Wilaya Treasurer, the Director of State Property, the Director of Industry, the Director of Housing, the Director of Hydraulics, the Director of Posts and Telecommunications, the President of the People’s Communal Assembly of M’Sila, the Director of Land Surveying and Land Registry, the Director of the Land Agency, the Director of the Algerian Water Company Unit, the Director of the National Sanitation Office Unit in M’Sila, the Director of the M’Sila Electricity and Gas Distribution Company, the Director of the Technical Control Body for Construction (CTC), the Heads of the Urban Planning and Construction Subdivisions, the Heads of Services, and a Cabinet Attaché.

The meeting’s agenda focused on reviewing and assessing the situation of the urban planning and construction sector in the wilaya, particularly:

1. Review of the status of projects registered under all development programmes:

  • Status of ongoing projects up to 31 December 2022;
  • Status of projects registered for the years 2023, 2024, 2025 and 2026.

2. Review of the situation of industrial zones, activity zones and small-scale activity zones.

3. Review of the situation of social land subdivisions.

Following the presentations delivered, the Wali of the Wilaya issued the following instructions:

  • effectively commence work on the new projects included in the 2026 programme;
  • accelerate the pace of work on ongoing projects to ensure their completion and handover within the prescribed deadlines;
  • update and clear the list of development projects and close completed operations;
  • make up for delays recorded in certain projects within the sector;
  • ensure continuous field monitoring of the various projects currently under construction;
  • finalize the administrative regularization procedures relating to activity zones and all concerned investors across all municipalities and daïras of the wilaya, in order to provide suitable conditions for investors, start-ups and small enterprises to commence work on their investment projects;
  • accelerate the completion of development works and connections to the various utility networks in the land subdivisions, as well as external development works, particularly for subdivisions where beneficiaries holding property transfer deeds and land books have made progress in construction works, while ensuring proper coordination during the connection works to the various networks in order to prevent any difficulties or obstacles;
  • ensure that the legal status of land is verified before carrying out land-selection operations for the various development projects, in order to avoid legal issues during the implementation of these projects, through coordination with the services of the Directorate of State Property and the Land Surveying and Land Registry services.
