M’Sila /Mr. Nadjm Eddine Tayyar, Wali of the Wilaya, chaired, on Tuesday, 06 October 2026, an extended meeting of the Executive Council of the Wilaya, held in the Noureddine Sahraoui Meeting Room at the Wilaya headquarters, in the presence of the Secretary-General of the Wilaya, the Inspector-General of the Wilaya, Heads of Daïras, Executive Directors, the Wilaya Budgetary Controller, the Wilaya Treasurer, Presidents of the People’s Communal Assemblies, the Director of the Wilaya Land Agency, the Director of the Wilaya Public Establishment for the Maintenance and Management of Green Spaces, the Director of the Wilaya Public Establishment for the Management of Technical Landfill Centres, the Director of the M’Sila Unit of the Algerian Water Company, the Director of the M’Sila Unit of the National Sanitation Office, the Director of the Office for the Promotion and Management of Real Estate Property, the Director of the M’Sila Electricity and Gas Distribution Company, the Director of the Technical Control Body for Construction in M’Sila (CTC), the Director of the National Technical Control Body for Hydraulic Works (CTH), the Director of the Housing Bank of M’Sila, the Director of Algeria Post, the Director of Algeria Telecom, the Director of the M’Sila Agency of the National Agency for Support and Development of Entrepreneurship, the Director of the Wilaya Microcredit Management Agency, the Director of the Wilaya Employment Branch, the Director of the National Unemployment Insurance Fund, Heads of the Hydraulic Subdivisions, the Ecosystem Focal Point representing the Ministry of Knowledge Economy, Start-ups and Micro-enterprises, as well as Heads of Services and an official from the Wali’s Cabinet.
The meeting was devoted to examining the items on the agenda, as follows:
- Assessment of the implementation status of development programmes, including the programme under implementation (PEC) as of 31 December 2022, as well as the new programmes for 2023, 2024, 2025 and 2026.
- Assessment of the situation of the water resources sector.
- Assessment of the measures taken to prevent the effects of adverse weather conditions.
- Follow-up on the implementation of the National Addressing Reference System project and the Innovation Centre.
- Miscellaneous matters.
Following the presentations delivered by the directors and representatives of the sectors concerned regarding the items on the agenda, the Wali issued the following instructions and directives:
Regarding the status of development programme operations : namely the Programme for Supporting the Social and Economic Development of Municipalities (ADSEC) and the Local Authorities Guarantee and Solidarity Fund Programme (CGSCL) as well as the status of development programmes under implementation as of 31 December 2022 and programmes registered for 2023, 2024, 2025 and 2026:
- Review and update the list of development projects and close completed operations.
- Make up for delays recorded in certain development projects.
- Ensure regular field monitoring of the progress of development projects, with permanent coordination among all relevant services.
Regarding the assessment of the water resources sector:
- Ensure permanent field monitoring of works relating to new projects in the water resources sector.
- Accelerate the pace of work on ongoing projects to ensure their completion and handover within the prescribed deadlines.
- Review and update the list of projects relating to the sector and close completed operations.
- Address delays recorded in certain projects within the sector.
- Ensure that projects aimed at supplying the population with drinking water are completed within the prescribed deadlines and brought into service as soon as possible, thereby increasing the volumes of water allocated for supplying the population.
- Ensure the stability and implementation of the established programme for providing the population with sufficient and regular supplies of drinking water.
- Inform citizens in advance of any scheduled water supply interruption, clearly specifying the duration of the interruption and respecting the announced timeframes.
- Eliminate water leaks in order to reduce water losses and combat illegal connections.
- Accelerate the processing of applications for well-drilling permits submitted by farmers and publish the lists of applications examined in order to facilitate the issuance of drilling permits.
Regarding the assessment of measures taken to prevent the effects of adverse weather conditions:
- Ensure close coordination among the various services and sectors by activating monitoring and early-warning cells in order to communicate information in a timely manner and take the necessary measures accordingly.
- Take all necessary preventive measures, including the cleaning of watercourses, the clearing of drainage inlets and the elimination of identified flood-prone areas.
Regarding the follow-up of the Innovation Centre project:
- Expedite the completion of all remaining works and equip the various services with the necessary equipment, with a view to bringing the centre into service as soon as possible.
Regarding the follow-up of the National Addressing Reference System generalization programme:
- Give the addressing programme the highest priority, in accordance with the instructions and recommendations issued in this regard, and ensure the completion of all operations across all municipalities of the Wilaya within the prescribed deadlines.
